Suggested amendment of Clause respecting the Tien-tsin-Yang-tsze Railway Agreement,
FOR the work of construction of the northern and southern sections of the railway respectively, the Imperial Chinese Government will appoint fully qualified German and British Chief Engineers acceptable to the Syndicate Banks. Engineers will be under the orders of the Managing Director, and will carry out all The Chief the wishes of the Administration with regard to the plan and construction of the line.
The proceeds of the loan will be held to the order of the Managing Director, under the conditions of this Agreement, by the Hong Kong and Shanghae Bank, London, and the Deutsch-Asiatische Bank, Berlin, and will be drawn in amounts to suit the progress of construction of the railway by orders on the Hong Kong and Shanghae Bank and Deutsch-Asiatische Bank respectively, signed by the Managing Director of the railway, and accompanied by his certificates stating the nature and cost of the work to be paid for. Such amounts as may be required for expenditure in China may be transferred by the Managing Director, at his discretion, to Shanghae, the transfers being effected through the Hong Kong and Shanghae Bank, Shanghai, and the Deutsch-Asiatische Bank, Shanghae, respectively, and the transforred funds shall remain on deposit with those banks until required for railway purposes.
The accounts of the railway will be kept in English in accordance with accepted modern methods, and will be supported by all necessary vouchers. During the period of construction the said accounts and vouchers will be open at any time to the inspection of an auditor appointed by the Syndicate Banks, and it will be his duty to certify to the Syndicate Banks as to the due expenditure of the loan funds in accordance with the stipulations of this Agreement. The remuneration of the auditor will be paid by the Railway Administration, and he will arrange with them that his inspection shall take place on such dates and at such intervals as will enable him to efficiently carry out his duties as herein provided.

Peking, September 19, 1907. REFERRING to my despatch No. 415 of the 3rd instant on the subject of the Soochow-Hangchow-Ningpo Railway negotiations, I have the honour to report that in consequence of the inpending departure of Mr. Wang Ta-hsieh for England, as reported in my despatch No. 448, these negotiations will be continued by his successor in office, Mr. Liang Tun-yen.
I was informed of this step at my interview with the Ministers of the Wai-wu Pu on the 17th instant.
It will be within your recollection that these negotiations were delayed until the return of Mr. Wang from London, as he was considered the most suitable negotiator, being a prominent Chekiangese. While he has been in charge of the negotiations he has shown clearly that he will only proceed pari passu with the Tien-tsin-Yangtsze negotiations under Mr. Liang.
Mr. Bland, representing the British and Chinese Corporation, had no objection to the present change, and I consider it possibly an advantage that both negotiations should be in Liang's hands. I therefore withheld from pointing out to the Wai-wu Pu the obvious inconsistency of their Government in first delaying matters till Mr. Wang returned and then expediting him back to London, and I accepted the appointment of Mr. Liang.
